This hoop is associated with some kind of ritual. You're supposed to walk through it, and then basically do 1 1/2 figure eigths around it, beginning with a left turn, and passing through the center every time.
This is a shinto shrine. Today was also the Sonna Festival, which takes place every only every two years. At 8 in the mornring a parade leaves from the shrine through the streets of Tokyo. We didn't quite know there would be nothing much going on there after the parade left, but we did manage to catch up with it later in the day.
