      Usually people aren't behaving very badly in Norman Rockwell pics. I think it is more likely that he meant for it to look like they are at a red light and that she hasn't noticed them.

      They ARE at a red light. Look at the reflection at the back of the rear view mirror. Nice little detail that it is too.
