WIPO Director General Francis Gurry addressed the World Summit on the Information Society (WSIS) +10 High-Level Event on June 10, 2014.
He said that "the Internet presents an unprecedented opportunity for the democratization of culture and knowledge." Noting that developing countries are rich in content and poor in distribution, he said "the Internet is a world stage which offers the most powerful distributional mechanism for the cultural richness of developing countries that we have ever seen".
He said that copyright is the main mechanism for financing cultural production.With the migration of cultural expressions to digital formats, we see the formation of a global digital content marketplace and the challenge for all is to ensure equitable and fair participation on the part of all countries. "For this, we need balanced regulatory frameworks, infrastructure and systems," he added.
