Southbound traffic speeds on Masonic Avenue on different dates

It has been reported that something changed about the traffic signal timing on Masonic Avenue in late 2010 that was supposed to slow down traffic exceeding the speed limit. But elsewhere it was reported that the light timing still allowed drivers to go considerably over the speed limit without hitting red lights. Who can you believe?

 

After plotting the speed data I have, I still don't know who to believe. It looks like something might have changed to slow things down just north of Fell for a few days, and then it went back to how it was before; and then later on it looks like vehicles are actually going faster north of Fell than they were before. Or is it all just noise and sampling error?
