TO DADE/A-SECTION by Carl Juste,9/27/94---Gitmo Bay, Cuba: Some Haitians refugees have volunteered to be repatriated, but others say that they will not return until Aristide is back in power, and would rather stay behind the barbed-wire fences in Gitmo. There are still close 13,000 Haitians still in the camps, many are not sure of the outcome of the American occupation of Haiti. An air of caution is present in the camps, and many have taken a wait-and-see approach before making any decision on repatriation.
