During World War II, Naval Construction Brigades were organized to coordinate the work of regiments and battalions in various areas. The officer in charge of the brigade was assigned command duties for all construction regiments, battalions and advance base depots, and was made directly responsible for the execution of approved construction projects in the sector. Twelve brigades had been formed by August 1945. No brigade organization was set up in the Atlantic areas because of the relatively small number of battalions assigned there.
Post World War II, the Naval Construction Brigades were established as representatives of the Service Force Commander to exercise administrative control over assigned NMCBs and operational control when the battalions are homeported. The staff performs the routine functions related to coordination of administration, training, project selection and logistic support for assigned units.
