The 1969 Cuyahoga River Fire. In the late 1960s, degraded water quality became a huge concern when photos of the Cuyahoga River on fire were published. This event helped spur an avalanche of pollution control activities including the Clean Water Act, the Great Lakes Water Quality Agreement, and the creation of the federal and state Environmental Protection Agencies.
