Countries wishing to participate in REDD+ are requested by the UNFCCC to prepare a National REDD+ Strategy (or Action Plan), which should identify drivers of deforestation and forest degradation, land tenure issues, forest governance issues, gender considerations and the Cancun safeguards, ensuring the full and effective participation of relevant stakeholders, inter alia indigenous peoples and local communities.

Myanmar has been preparing a National REDD+ Strategy since 2016, mostly with financial and technical support from the UN-REDD Programme.

This process began with an analysis of drivers of deforestation and forest degradation and barriers to conservation, sustainable management of forests, and enhancement of forest carbon stocks.

The process was overseen by a broad-based Technical Working Group on Drivers and Strategy , and the analysis involved consultations with Civil Society, Government Agencies, State Enterprises and the Private sector.

From 10-11 September 2019, nearly 200 diverse stakeholders attended the National Validation Workshop in Naypitaw, Myanmar, to approve and finalise the draft for submission to the Government of Myanmar.
