Note the bird of pray at the lower left. (possibly a Hawk's or Eagles) This is the reason these starlings are freaking out. It's a defense mode they enter, similar to fish, when being attacked by a predator.

There are also other reasons they flock like this at dusk, but in this situation, it's believed that the raptor is generating the behavior.

I use the phrase Blackbird generically.
Per an interview with a UC professor on News10.net, these are European Starlings.
