What is this flying insect?

So I'm taking pictures of the new leaves on our oak-leaf hydrangea and – hey! – there's this dead insect thing clinging to last year's growth. Naturally, I go in for a close-up. And then the thing moves. Freaked me out. It's alive!


Anybody know what it is? Looks like a weird, fat bee to me, but I doubt that "weird, fat bee" is the official name. Throw me bone and tell me what's going on.
