      it would be much easier to just do it practically. This photo was not done in photoshop, unless I am greatly mistaken.

      You could artificially do it possibly using either the lasso tool or the pen tool then stroke it. You won't be able to perfectly simulate it.. but it would be a close.

      Personally it probably would be far more effective to just actually produce it the 'old fashioned' way.. All you need is a camera with Manual mode/Bulb Mode (digital or film) a dark place and a good light source to paint with.
