The concept plays on the relationship between education (the key) and persecution (the handcuffs) and the ribbon-stylised handcuffs and red colour help to get the subject matter across.
Essentially, if people were properly educated the key (which is currently non-existent on the page due to a lack of education) could be used to unlock the cuffs, in the process destroying the ribbons and kicking AIDS into touch.
