Driving and cell phone use -- a bad combination

It's time to seriously enforce DC's law against using a non-handsfree

cellphone while driving. The law is broken all the time. (A company, like

Peapod, that employs people who drive for a living should have a strict rule

against using a non-handsfree cellphone while driving.)
