Northern Harrier - Circus cyaneus

Northern Harrier (Circus cyaneus) is the diurnal equivalent of the nocturnal Short-eared Owl (Asio flammeus). Both birds fly low over the terrain searching for prey, dropping suddenly when the unwary make an inopportune movement.

I used Photoshop CS3 to replace the upper third of the background that was originally a bleached out fog.
