Having read up on them, they group tightly together for a few days after they are hatched until disturbed and the pic above was the result of my disturbing them. Aside from scattering across the orb web they produce they also dropped down this "escape" threads and then once it was established the danger was gone they all climbed back up. They are Araneus diadematus or European Garden Spider/Cross Spider.
