Sharp-shinned Hawk 20091206

This hawk looked small. I could be wrong with this one, but its wings look short and its head is relatively small. Its tail is squared off and does not have a noticeable white tip, for what it's worth. Yet, its tail looks quite long-- could it be a small male Cooper's hawk? Oh, my! What is it?
