      Oy, that looks hot. I used to live in Tucson so I know what the temps are like in summer down there. All this metal, concrete, and stone... you'd think they would have known better.

      Yes. They had a disaster keeping the inside cool, for a long time. They built a greenhouse in Phoenix!

      This courthouse has a sibling in Long Island, New York. It's not as hot there, usually, but the plaza is equally barren, inhuman and hopeless. But bigger.

      That looks like exactly the disaster you describe! And, funny, there was an adulatory article in the NYT Magazine, if I'm not mistaken, not longer ago than last summer about the man who's handling all the design contracts - how he's bringing back the glory days of FDR by crafting a new Federal Courthouse Style.
