Public Access to the Bay

    All along Monterey Bay were designated public access points. There assess areas even were in the middle of posh hotels. In front of the deck was a bed of kelp where birds and otters fed and rested. Kayaks approached the otters. They are allowed to approach otters to within 50 feet but are not supposed to surround them or point the boats at them or harrass a mother with a kit.
