Visible downgrading

As documents age they are supposed to be routinely reexamined to see if their classification can be changed, and if so, re-classified. In this case, the document started as TOP SECRET, then at some point became SECRET, and then at some point became CONFIDENTIAL, and then at some point (because I was able to look at it) it became unclassified. Each document is meant to serve as the history of its own classification status, which is why they are always littered with all of these different stamps, indications as to whose authority was used to re-classify or de-classify it, and so on. This is an AEC document from the late 1940s.
