      Thanks everyone! This is two horizontal frames put together in PS.

      Paul Jerry, it's not HDR, the sun had just set and was lighting up the low clouds from the horizon, the city lights had just come on as well. The shot is made up of two exposures, one stacked on top of the other, emulating a graduated ND filter. With the upper exposure being metered for the clouds if this was just one frame, cropped square, the clouds would likely be a lot darker.
