      that setup up there would only slow down the flow of water, but not halt it 100%. Because of the tracks, the rocks, and other factors, waters will eventually seep in. If too much pressure develops on the other side, the whole thing will blast away and the water torrent advances as fast as those trains used to run on those tracks.
