      They are staircases. Selma connects Noriega to Ortega where 12th should be and Oriole connects Pacheco to Crestmont.

      You are right, Octoferret. These are the stairs where that little path is, just beyond the wooden sign that says, I think...Virginia Garden (?). I think it mght have been a wet/rainy or overcast day, which might have given them a bit of a different look than they usually have.
