      You found an interesting point of view for probably one of the most pictured locations on earth. I like the idea of leading the viewers eyes from the fountain to the Eiffel Tower. I think the image formation is also fine. I am not sure about the overall blueish lighting and the flat contrast but this is a matter of my taste. I am not a hundred percent convinced but I go for a small yes.

      I really like the contrast between the blue water & sky and the warm tone of the "tour".
      The pipes streaming the water into that direction and giving the viewer direction towards the subject also works great for me.
      On the other hand i'd prefer if the pipes would get a little bit more light and contrast (e.g. by layer mask) to make better distinction btw the water and the pipes. They could become more prominent against the water by that.
      As my colleague already said you managed to get a very special photo of a very prominent place - for me it's a "Yes" mainly because of the well choosen viewpoint
