Oncopeltus fasciatus, immature milkweed bugs
This clump of insects is a group of immature Oncopeltus fasciatus, milkweed bugs, on butterflyweed, Asclepias tuberosa, which is a member of the milkweed family. The photo in the first comment, below, shows the mature insects, and also shows the flowers of Asclepias.
A few decades ago, at my wife's request, I dug up some of these wild butterflyweed plants, and put them in her flower garden. They have done quite well, and added beauty and interest ever since. The bugs live on plant juices.
