    What is the rate of access for items in such storage? ie, how long does it take to retrieve an item to have it in patron hands?

    It depends on the relationship between the storage area and the library itself. In some libraries in the US that I've seen it was adjacent to the reading room or learning commons, so delivery only takes a couple of minutes from online order. In our case the ASRS will be underground, adjacent to our new library, so I estimate about 5 minutes in most cases, but certainly no longer than 15 mins. At some non-peak periods, we may not be offering retrievals from the ASRS, so delivery will be first things the following morning. In most cases, however, books will be delivered faster from this than you'd be able to find them yourself in a collection of a similar size (c1,000,000 items). Many state and other large libraries utilise off-site storage for some of their collections as well as manual stacks that cannot be browsed, so the concept really isn't new: it is just being automated.
