Scammers at the Louvre

Outside the Louvre were several young girls trying to get people to give them money. They were about 12-14 years old and had clipboards. They would surround you and tap at the clipboard, at this part here which says "Deaf & Dumb..."

We slipped away without giving money and I couldn't help but think this is such an obvious scam. Would a reputable organization really think that the best way to raise funds is to send young girls (are all deafmutes young girls in France?) out onto the streets with clipboards?

Anyway, later when we left the Louvre I found one of their sheets on the ground. The girl had managed to get at least 100 Euros from a variety of people. Impressive scam.
