Finally figured out who makes these.
The city commissioned artist Joshua Callaghan to "integrate the boxes into the surrounding landscapes"

I love the idea and the execution, these are some of the most subtle pieces of public art I can think of. And it really does take a trained eye to spot them.
Callaghan is a wit with a very clever and diverse body of work. So a great discovery all around.
