    Well....I can see old City Hall in the background so this could be a foundation for something at MCV?

    Yes. MCV. The building between the site and City Hall is the Richmond Mechanics Institute.

    I'm pretty sure that this is the Medical Education Building at MCV now known as Sanger Hall.

    Definitely not Sanger Hall. This is much further back.

    Not the Centennial Dome...thats at the end of 9th st. I believe...This looks a little further up judging from the location of City Hall.

    Pretty sure richmondgrocery got it right—this is almost certainly the Medical Education Building under construction. It was completed in '63, so the timeline fits, and the distance fits too: remember we're looking towards City Hall from the far side of the lot, so from nearly 12th & Marshall. It's impossible to recreate this view from the same spot today since Sanger is in the way, but if this is how City Hall looks from 12th and Broad, going east to Marshall would seem to put it at just the right size and angle. The MCV Student Union building (now the Hunton Student Center) must be just out of camera to the left.
