There is a photograph of Mrs. Thomas B. Peck, Jr. in the May 16, 1909, society page of The New York Times, however there is no further mention of her within the text. Comparing the two photographs, it appears that this Bain / LOC photograph is of Mrs. Thomas B. Peck, Jr.

Mrs. Thomas B. Peck, Sr., was the grandmother of Miss Frances Staunton Peck, whose photograph appears nearby in the LOC / Bain Collection. Miss Peck was married in 1915, to Mr. Vivian H. Egleston.
