    I thought onions too, but the foliage in the background suggests some sort of potato.

    I think its onions for sure and they are taking off the outer husks/skins with that machine. Doing it right out there in the field, that must have been way before a factory.

    The bag clinches it for me: onions are more often in mesh bag such as seems to be the case here

    Thanks to everyone for the observations. A series of photographs by Arthur Rothstein in our black-and-white Farm Security Administration collection appears to have been taken at the same time as this image. The original captions to those images indicate onions are being harvested. Here is an example of a very similar shot: hdl.loc.gov/loc.pnp/fsa.8b18380.
