Anyone know who Nagy Z. stands for? Is this the name of the artist or designer?

It's the artist. It's a last-name first-name thing called the "eastern name order" where the family name is first and the person's name is second. Hungary is the only country in Europe and the West to do so, you see it in East Asia more commonly.

      Awesome scan.

These dogs are popular in our area, but I've seen some end up surrendered at the Shelter because they are exceedingly smart, high-energy animals!

      Seen in my contacts' photostream.

The full name of the graphic artist is Zoltán Nagy or in Hungarian: Nagy Zoltán. (1916-1987). Quotation from the book titled "Magyar bélyeg története": "Zoltán Nagy was a graphic artist who joined the Mint in 1940 as a designer.[...] He worked on producing paper money. He designed 206 stamps between 1947 and 1977 ..[..] One stamp in the series produced for Stamp Day 1993 contains his portrait in homage to his oeuvre."
