Why??

In our hotel in Paris, the bathtub lacked: 1) a shower curtain, and 2) a shower head hook higher than one's waist. Okay, so maybe the French like having a glass partition for half the tub. I can live with that. But there's a shower head already - what's so hard about having it hang so that one can actually take a nice relaxing shower? I don't get it. (Our shower in Amboise was the same way, sadly.)
