INSCAPE - detention handprints 02

These hands are not graffiti. This is where detainees had to place their hands on the wall to be frisked. Former U.S. Immigrant Station and Assay Office in Seattle, Washington, also known as INS ("Immigration and Naturalization Service") Building. As of 2010 it is INSCAPE (a portmanteau acronym: INS / Culture, Arts, Preservation and Engagement).
