NY Times style with regard to apostrophes - seemingly based on a mistake made in the early 1940s - is to use the apostrophe in a number of different non-posessive situations. They've been unwilling to change it, although I've talked to two ADs there who did admit it was technically incorrect and were very unhappy that their institutional style had contributed toward the erosion of proper use of apostrophes in journalism. They claimed they were powerless, at this point, to do anything about it, although one AD noted she had tried to bring up the issue of amending the style manual with the publishers on several occasions.
