Yes it is! It's perfectly legal to buy (if you're 18 or over) alcohol. You can drink it in pubs, in bars, in restaurants, in the comfort of your own home or the homes of family and friends. What they mean here is: YOU ARE NOT ALLOWED TO CONSUME ALCOHOL IN A PUBLIC PARK. Once more a 'collective punishment' is imposed on all citizens because of a minority of assholes who either cause a nuisance, insult, and/or physically assault anyone who happens to be nearby. Yet again the UK falls miserably behind it's European counterparts when it comes to educating people about how to enjoy a beer, or whatever, without getting totally pissed in public and becoming an obnoxious or violent asshole. Because of this; and a whole host of laws and byelaws (which any local government can make up almost entirely as they wish) everyone is treated in the same manner. You'd think that with all the CCTV cameras and police patrols that decent folk could at least sit on a bench and enjoy a nice, cool beer on a warm, sunny day.
