My notes from James Stewart's talk at Velocity Conf EU 2014:


* Big organisations don't happen overnight

* There is often a distinction to be made between history and mythology

** We can't do X because it's the law

** Actually, we can't do X because we believe it's the law

** Question everything!


Fixing Procurement (how government buys stuff)

* Work with the people that already know how they want to fix it

* Enable those people by unblocking them


Encourage a sensible approach to risk assessment

* We miss Gareth Rushgrove


Fixing how projects happen

* We wanted to make it cheap / easy to do prototypes and get feedback

* Conventional wisdom was that lots of documentation, approval boards and signoff had to happen

* Worked with the Treasury (who say to the money) to design a new slimmer process that they were happy with


Redesigning information collection (based on paper forms)

* Co-opt lawyers into service design so that there are no objections about what lawyers would be happy with

* Simpler, clearer and in plain English
