Stupid password rules

I am continuously stumped by the weird rules some sites have for passwords. This one is great:

* Must include letters and numbers. (Fair enough)

* Must be between 8 and 32 characters. (Okay, I guess)

* Username and password cannot be the same. (Protecting me from myself)

* Must not contain special characters. (Wait, what? Why?)

* Must not contain spaces. (WTF?)

Why must I make my password easier to guess by removing the option for spaces and special characters? Why are they so different than letters and numbers (hint: They're not).

Oh, and there's a secret rule which is only told after carefully crafting a password to fit the stupid rules above:

* Must not contain the same letter more than twice (I am speechless...)
