No one really did... I just found out about it. It is really cool from what I have read.

Can you give directions how to get there?

Hello chrisbastian44: I headed south from the Liberty State Park by kayak. By car, drive to Avenue E in Bayonne and go east on E 40th Street, continue on Constitution Ave / B Street to 11th Street.

In September 2005, Russian President Vladimir Putin attended the ground breaking ceremonies for the "Tear Of Grief" monument which has since been erected at the edge of New York Harbor. One year later, on September 11, 2006 President Bill Clinton, other federal, state, and local officials, and a host of dignitaries gathered for the official dedication. Leann Rimes sang the National Anthem. I was amazed to learn that few Americans are aware of this gift from the Russian Academy of Arts and the people of the former Soviet Union. My amazement ultimately led to hubpages.com/hub/TEAR-DROP
