Andrew Williams of Urbandale and Benj Easter of Des Moines on Thursday dressed up as Frankenstein and walked around outside the Iowa Capitol in protest of the new omnibus "Frankenstein" budget and policy bill that Republicans plan to bring through committee next Monday and debate on the Iowa House floor next Tuesday.
