Ruler - Wooden; INCHES, so why no "Inches" label?

This is the other end of the ruler in the adjacent photo. Here, there is no indication of the scale of the imperial markings. The other end says mm, but this end says nothing. Ahhh ... even mere consistency would be a good start!
