There is a need to better understand the relationship between evictions and homelessness and develop integrated intervention processes. Services and programs with a mandate to prevent evictions are not in a position to prevent absolute homelessness. Eviction prevention services often do not reach people that are at the highest risk for absolute homelessness, such as those that require supports associated with substance use, mental illness and/or complex difficulties. Households that need multiple supports services often are more likely to require crisis intervention than eviction prevention services.
