hanging rippled ice forms

I think that what is happening here is that ground water (the surrounding land and valley is very damp) in the surrouding banks of this stream is slowly seeping, through the overhanging twigs, soil and assorted organic matter, dripping down and forming around them as ice .

I can't really explain the encrustations lower down the forms...perhaps the rushing stream throws up droplets of water which land on the hanging forms, then freeze?
