For comparison to this photo taken with an iPad 2. You can see from the lower noise and richer color that the iPhone 4 camera is vastly superior. To my eyes, the iPad 2 cameras are identical to those in the current iPod Touch.

    Hmm... I am noticing some slight motion blurring in this iPhone 4 picture.

    That's camera shake, not motion blur -- notice the echo on the exit sign.

    And not that surprising, either; check the EXIF:

    This photo is 1/15 s, f/2.8, and ISO 320.
    The iPad 2 photo is 1/30 s, f/2.4, and ISO 400.

    The aperture on the iPad 2's camera matches that of the current iPod Touch.

    And there's more than a bit of flare (non-image forming light) in both photographs, as the sensors cope with the overwhelming light reflected off the table's surface.
