      This is on a fortress on the top of a mountain in Gyantse in Tibet. When the Brits were imperialising around there they had a battle against the monks holed up in the fortress, who opted to jump off the cliff instead of continue fighting - don't ask me why. The Chinese says something more like 'jumping off cliff point' to show people where they all jumped off the cliff.
