Public Transport when oil is scarce

Because of the shortage of oil, most public transport has stopped running. Unable to move around (and this used to be a rich country, so it is not setup for walking / cycling), people sit by the side of the road hoping for a lift. Everyone who can give them a lift got their petrol on the black market or abroad.
