GARMISCH-PARTENKIRCHEN, Germany (May 27, 2020) – Marshall Center Director retired U.S. Army Lt. Gen. Keith W. Dayton awarded Dr. Tibor Kozma, deputy program director of the Program on Terrorism and Security Studies, the civilian Service Commendation Medal May 27.
