weird emrgency drill
this was at Columbus Circle, about 7 o'clock in the evening. Police cars with sirens blaring were swarming into place, but no one was paying much attention. I finally found a cop outside a car and asked what was going on. "A counter-terrorist emergency drill," he said, with that don't ask me anything more because I'm busy intonation.
But surely the first thing you do in any emergency is tell people what's going on and ask them to do something: take cover, continue on their business, whatever. So what is it they were testing: their ability to take over a public space without anyone paying attention?
