Technically, it's not in UCSF Mission Bay.

Here's a non-hint: I BLAST'ed the sequence and this sequence appears to be from the Human COX-2 Gene, found on Chromosome 1. The sequence shown here starts to match at nucleotide 4155 (search for "gccaaa"). COX-2 encodes a Cyclooxygenase which is a pharmacological target of aspirin and ibuprofen. I have no idea why they picked this.

Now let me clarify my earlier hint, unless you know the campus pretty well, or looked at the campus map, you would probably think that this location was actually part of UCSF Mission Bay, but it is in fact merely very close to Mission Bay. Furthermore, this is very new, probably only a few months old.

Ooh! Ooh! It's near the corner of Owens and 16th, between the Gladstone Institute and the new Biotech building.

That's why you get the big bucks, Dyche! This is right at the entrance of the biotech incubator building at 1700 Owens.

Pssst, Dyche, you might want to check my unfounds...

Ah, and I thought it was a play on the outside of the Welsh Millenium Centre:
