This is a crop from a larger photo:

According to an anonymous commenter this is a Soviet car for disabled people. It has a motorcycle engine.

In Tiraspol, Transnistria, Moldova.

According to Head36 the car has a two stroke single cylinder 350 cu cm engine (from the IJ motorcycle), mounted on the subframe. The car weights 420 kilos, has no foot controls, and is much harder to drive than an ordinary car with added hand controls.

And according to RetroVod it is called "С3Д" and is from the Serpukhov Motorcycle factory.
