Scoring for 2014 in Saint Lucia was undertaken by the National Climate Change Committee (NCCC) in May 2015. Notably, this Committee was established in 1998 by the Cabinet of Ministers as an interagency coordinating mechanism to facilitate climate change adaptation. This committee comprises a number of public and private sector agencies, and co-opts agencies or individuals as is needed. The NCCC is well established and recognized by relevant agencies and as such participation of members (including co-opted) at meetings is high.
The PPCR Monitoring and Reporting Process has revealed that a number of sectors (including health, tourism, water and coastal area management and fisheries) are including climate resilience issues when preparing new, or revising old policies and plans. Sectors are also increasingly including climate change adaptation and disaster risk reduction in the justification of their various projects and increasingly collaborating with affiliate agencies, including the Ministry with responsibility for technical coordination/facilitation of the climate resilience effort, in their various activities. Further, agencies (e.g. teachers, engineers, youth groups, key non-government organizations,) are initiating climate change activities on their own, with minimal support from the Ministry with responsibility for technical coordination/facilitation of the climate resilience effort. Most funding agencies require the consideration of climate change into projects and this has also supported efforts to mainstream climate change and ensure actions are consistent with climate change adaptation and building resilience.
The focal point Ministry for climate change adaptation has recognized the value of the PPCR M&E reporting tool as one that could serve as a long term monitoring and reporting tool; however, at this stage, the PPCR M&E process remains a reporting requirement/exercise as a result of the early stages of the program in Saint Lucia. All the same, initial discussions within this Ministry on long term monitoring have been held, and consideration is being given to having discussions on the way forward in this regard, at the NCCC level, given their mandate to advise and facilitate M&E of policy implementation.
